Before the introduction of LECARE in 2008, the legal department of the city of Wuppertal worked with an Access database that mapped the contents of the files. The associated documents were stored in folder structures on a server.
In 2021, the current Procurement, Digitization Law and Data Protection department was established from the Legal Department. In the course of this restructuring, it was necessary to create a new data structure. For this purpose, the data from the existing LECARE system of the legal department was transferred to a new LECARE structure.
Due to staff changes and personnel restructuring, it was necessary to set up and establish new digital structures.
Concrete requirements of the city of Wuppertal:
1. familiarity: The digital solution should offer a familiar appearance, similar to the Office products. Customer support should also be approachable and based on trust.
2. flexibility: Existing working methods and structures should be able to be adopted and modernized at the same time, and should be as customizable as possible.
3. optimization: Due to personnel changes and a shortage of skilled workers, the software should support the saving of personnel and the transfer of knowledge.
The city of Wuppertal has been working with digital file management since 2008. The Covid-19 pandemic from 2020 and the restructuring of a new department from 2021 brought with it a wide range of challenges. Thanks to its many years of experience in using e-files and electronic legal transactions in LECARE, the City of Wuppertal was able to react dynamically to the crises. By scanning incoming mail centrally and moving it directly to the electronic files, correspondence has been completely digitized
